The Downtown Plan 2030 continues Norfolk’s 50-year-old tradition of using physical planning as a primary tool for economic development. As with the previous five updates, synergy—using every project to create another—will remain the plan’s driving force. Public investment will be strategically leveraged to catalyze private development, fostering vibrant urban spaces and resilient districts.

Key Drivers for the 2030 Update:

  • Coastal Resilience: In response to sea level rise, green infrastructure will manage water while creating beautiful urban spaces and amenities for Downtown and surrounding communities.
  • Slow Traffic to Improve Walkability: Enhancing walking, bicycling, and transit facilities will improve safety and expand mobility options throughout Downtown.
  • East-West Connections: Infrastructure improvements and new development will establish pedestrian-friendly links between the east and west sides of Downtown.
  • New Development: Future projects will be encouraged to enhance the character of urban spaces by introducing active ground-floor uses that enliven public areas. Development should incorporate affordable housing and opportunities for small businesses to attract a diverse market. Public art will play a key role in strengthening Norfolk’s placemaking efforts.

Previous updates have focused on revitalizing Downtown’s core by strengthening connections with Freemason and the Waterfront. The 2030 update will build on this success to bridge barriers and revitalize adjacent areas, including neighborhoods east of St. Paul’s Boulevard, the Harbor Park waterfront, the NEON District, and Fort Norfolk.
