WPA and Ray Gindroz have developed a series of pattern books for commercial and mixed-use development in the City of Norfolk. These publications feature clear, custom-created 3D graphics tailored to each unique area of the city, making them easily understood by citizens, builders, developers, City staff, the Architectural Review Board, and the Planning Commission.
Designed as a companion to the zoning ordinance, the pattern books aim to streamline the development process, making it more predictable. They serve as both a checklist and a conversation starter in the planning approval process, offering guidelines for commercial development that reinforce and enhance the distinct character of each of Norfolk’s three Character Districts: Traditional, Suburban, and Coastal.
The pattern books guide developers and design teams toward architectural and site planning solutions that:
- Support pedestrian-scale development and encourage human interaction
- Establish design patterns for streets and public spaces that enhance walkability and open space
- Promote amenities and connectivity to encourage alternative modes of transportation
- Encourage mixed-use development, including residential, on commercial sites
- Support renovation and adaptive reuse of existing structures
- Provide guidance that anticipates changes in retail, commercial, and residential development
- Promote socio-economic and environmental resiliency, vibrancy, and inclusivity
