Rising student demand for programs in graphic arts, videography, photography and graphic design drove a decision by Tidewater Community College to take over space once occupied by a large grocery store as the new home of its Visual Arts and Design Center. The space is at street level, under a high-rise condominium community known as Harbor Heights. With large windows fronting Norfolk’s busy Boush Street, the new Center announces TCC’s art presence and course variety to passersby and makes a connection to Norfolk’s cultural landmarks, such as The Chrysler Museum of Art, Perry Glass Studio, the NEON District, and the downtown TCC campus.
The transformation of this 38,180-square-foot space into the Visual Arts + Design Center was carefully planned to embody TCC’s vision for its arts programming. Key design elements include a double-height lobby with a reception and exhibition space, galleries for student and changing exhibitions, and a multipurpose area for events and displays. The design embraced architectural features like exposed concrete columns and expansive windows, creating a warm, modern atmosphere with neutral wall tones and dark blue-gray ceilings that reflect TCC’s branding. Special attention was given to lighting, with tunable white lights in classrooms to enhance the educational experience and demonstrate the effects of light temperature on color.
The Visual Arts and Design Center has become a cornerstone of TCC’s downtown campus, activating Norfolk’s Boush Street and drawing the public into an engaging cultural space. The lobby’s gallery spaces and multipurpose areas offer flexibility for both academic and community events, featuring works from TCC’s permanent collection, visiting artists, and students. With 14 specialized classrooms, an accessible computer lab, and customizable lighting, the Center enhances hands-on learning and supports TCC’s expanding arts curriculum, providing a dynamic and lasting resource for students across disciplines.
